Welcome!

Congratulations! On behalf of the Center for Public Policy at IIM Bangalore, the Maxwell School of Citizenship & Public Affairs at Syracuse University and Lal Bahadur Shastri National Academy of Administration, we extend to you a warm welcome to the Phase IV programme. You are about to embark on an exhilarating 8-week journey that will intellectually re-acquaint you with the world that we currently inhabit and better prepare you to tackle the issues and challenges that lie ahead.  
 
The Phase IV programme will last 8 weeks and take place in India and South Korea.  The first four weeks (April 20-May 16) will take place at the Lal Bahadur Shastri National Academy of Administration in Mussoorie, the following two weeks (May 19-May 30) will be held in South Korea and the program will conclude with two weeks in Mussoorie (June 2 –June 13). An email will be sent next week with further relevant information and also provide a link to the programme website.  
 
Please report to the Lal Bahadur Shastri National Academy of Administration before noon on Sunday April 19, 2008. Please inform the personnel at LBSNAA of your arrival well in advance in order for them to facilitate your needs prior to arrival. The Academy will make arrangements concerning your stay in Mussoorie and you are requested to contact them if you require any special provisions.  We have been advised to remind you that you are not to bring your families with you to Mussoorie and that the preferred attire for the duration of the programme is business-casual.  However, please bring appropriate clothing for social and outdoor activities being organized.
 
Registration/Check-In activities will take place on campus Saturday April 19 and Sunday April 20, 2008. An Orientation will follow to re-orient you with the facilities at the LBS Academy. In order to arrange for your travel plans to Korea, please bring your official passport with four passport photographs and hand it over to the official at the registration counter. A function to launch the programme has been scheduled for Sunday April 20, 2008 at 5 PM at the Sampurnanand Auditorium in the Academy.
 
The educational component of the programme will comprise of plenary sessions, section sessions, mini conferences, panel discussions, elective sessions, video conferences, documentary film showings, study sessions and optional skill-based workshops. There are also extra-curricular activities being planned for the weekends to make full use of your time throughout the entire programme. You will also be expected to complete a Capstone project that will deepen and apply your understanding of the subjects covered during the programme. The Capstone project will be an important basis through which you will be evaluated.  For the project, you will be part of a group with whom you shall undertake the effort to construct a policy paper and presentation.  There will also be additional writing assignments that will be completed on an individual basis.  We will send additional information about all of these assignments next week. 
 
Very Important  --- In order to influence what Capstone group you are in we request that you send an email to ias.phase.iv@gmail.com with your full name and list your top three topic interests, in order of priority, from the following list:  Agriculture, Health, Education, Inclusive Growth (Poverty Alleviation & Growth Policy), Infrastructure, Rural Development, Regulation, Disinvestment, Energy, Urban Development, Environment, E-Governance, Service Delivery, Public Private Partnership, Public Finance, Disaster Management, Industrial Development, and Service Sector Development.  You can also sumbit this information by using the web-based survey on this website.  This information must be received by Thursday, April 17, 2008 since the groups will be formed before you arrive in Mussoorie.
